According to Rakku, the manufacturer, this is how the Shoe Wheel works:

Shoes are inserted into the pockets through elastic bands, which secure them snugly into place. The pockets are easily adjustable to fit a variety of shoes — sneakers, high heels and flats. Just rotate the Shoe Wheel to make a selection.

So this is what I'm envisioning: You get up in the morning, spin the wheel o' shoes, wear whichever pair it stops on top, and then work the rest of your outfit around it. It holds up to 30 pairs of shoes (depending on what kind) and can be tucked into your closet and wheeled out as needed. Brilliant.
